Provide opportunity to deserving students from economically deprived families to obtain technical-vocational livelihood competencies;

Uplift the educational, social, and economic status of the marginalized constituents of Carcar City as well as the adjacent local communities;

Introduce in its curricula studies and degree programs which do not at present received sufficient emphasis in existing highers educational institution in the locality;

Empower the internal stakeholders into becoming productive citizens to contribute to the development of their families, their locality, and the nation;

Produce a community of competent, competitive, and compassionate professionals; and

Foster peace and development through solidarity and adherence to faith in God.
